Professional Biography
Major General Lawlor is the first commanding general of Joint Task Force Civil Support (JTF-CS) located in Norfolk, Virginia.

JTF-CS is a standing joint task force assigned to U.S. Joint Forces Command. It provides command and control over Department of Defense consequence management forces in support of a civilian Lead Federal Agency following a weapon of mass destruction incident in the United States, its territories or possessions.

A native of Bellows Falls, Vermont, Major General Lawlor graduated from the George Washington University in 1966. He subsequently earned a Juris Doctorate (with Honors) from the George Washington University and a Masters in National Security Affairs from Norwich University. He is a graduate of Harvard's National Security Fellows Program, has taught at the U.S. Army War College, and has served as a consultant to the Defense Science Board.

From November 1971 to December 1973, Major General Lawlor served with the United States Military Assistance Command, Vietnam. An armor officer, he has served as a tank platoon leader, company commander, brigade HHC commander, and has held numerous battalion and brigade staff positions in intelligence and operations. From June 1989 to July 1992, he was the commander, 1-172 Armor Battalion. From September 1993 to May 1996, he commanded the 86th Armor Brigade. From June to September 1996, he was assigned as a Special Assistant to the Supreme Allied Commander, Europe. From October 1996 to April 1998, he served as the Assistant Division Commander, 42nd Infantry Division. In May 1998, he was assigned as the Deputy Director, Operations, Readiness and Mobilization and the Deputy Director of Military Support within the Department of the Army, Office of the Deputy Chief of Staff for Operations and Plans.

General Lawlor's military awards and decorations include the Defense Superior Service Medal, Legion of Merit, Defense Meritorious Service Medal, the Republic of Vietnam Gallantry Cross (with 1 gold and 1 bronze star) and the Vietnamese Honor Medal (first class).
