Donald Daigler

Mr. Daigler is the Planning Division Director within the Response Directorate at FEMA headquarters where he directs the National Planning Branch, the Regional Planning Branch, and the CBRNE Branch. He and his staff are responsible for leading FEMA’s all hazards planning efforts, which include natural hazards and CBRNE catastrophic events.

Mr. Daigler has 25 years of experience in the nuclear/radiological field, and he has been involved with the emergency response community for nearly 20 years. He has been responsible for managing multi-million dollar national security programs at several facilities and national laboratories around the country.

From 2005 until joining FEMA, Mr. Daigler ran a Technology Integration Program for the Department of Energy’s National Nuclear Security Administration, which developed specialized emergency response equipment for nuclear weapons incidents or accidents. Before moving to Washington, DC, in 2005, Mr. Daigler served in various leadership roles for the Department of Energy’s Nevada Site Office, including as Director, Homeland Security and Defense Division. In this capacity he was responsible for directing operations and managing several highly sensitive national security programs and projects at the Nevada Test Site, the Remote Sensing Laboratories in Las Vegas, NV, and Washington, DC, and the Special Technologies Laboratory in Santa Barbara, CA.

Prior to that, Mr. Daigler worked as a Health Physicist for the Environmental Protection Agency, where he ran the agency’s Radiation Safety Program for their laboratory in Las Vegas, NV. He also spent 5 years supporting Los Alamos National Laboratory in conducting nuclear weapons tests at the Nevada Test Site and 4 years in the United States Air Force working on aircraft weapons systems. Mr. Daigler has an associate degree and a Bachelor of Science degree from Regents College in Albany, NY.
