Karen Marsh

Ms. Marsh is the Director of the Community Preparedness Division in FEMA’s National Preparedness Directorate. In this position she is responsible for integrating community preparedness into national policy and guidance; implementing Citizen Corps, the Community Emergency Response Team Program, and the NET Guard Pilot Program; developing tools and resources for local implementation; establishing partnerships with national nonprofit organizations; and conducting research on individual, business, and community preparedness. 

With 16 years in federal service, Ms. Marsh was previously the Program Manager for FEMA’s Disaster Housing Program and the Special Assistant to the Associate Director for Mitigation at FEMA. Before joining public service, Ms. Marsh worked in the private sector as a management consultant and as a product manager in the electronics industry.

Ms. Marsh holds a Bachelor of Arts Degree from Princeton University and a Master’s in Business Administration from IESE Business School in Barcelona, Spain.
