HHS Issues Draft RFP for rPA Anthrax Vaccine

On November 26, 2007, the Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) posted a draft request for proposal (RFP) for Anthrax recombinant Protective Antigen (rPA) vaccine for the Strategic National Stockpile (SNS).1

This is the first issuance of an HHS RFP for rPA vaccine since, as previously reported by the Biosecurity Briefing, the BioShield contract with VaxGen for 75 million doses of rPA vaccine was terminated in December 2006.

The draft RFP requests delivery of 25 million doses of rPA anthrax vaccine for use in adults (18-64 years of age) for pre-exposure prophylaxis (general use) and post-exposure prophylaxis (in combined with antibiotics). Additionally, the RFP states that the vaccine should require “a maximum of three (3) doses to show efficacy,” and the shelf life of the vaccine should exceed 24 months.1 

According to the draft RFP, a schedule of payment milestones and SNS delivery dates for vaccine would be negotiated under the rPA contract. However, the RFP specifies that “the performance period of the base contract” could extend “up to a maximum of eight (8) years.”1

Prior to soliciting actual proposals for an rPA contract, HHS is accepting comments on the RFP for 30 days following issuance of the draft document.1
